The core of our offering is Building Engineering (MEP) cost management services, with a focus on pre-contract (PQS) and early feasibility engagement to establish budgets and baseline costs to allow our clients to make informed decisions.

Our expertise is in MEP services and as such we often work closely with designers to provide pre-contract estimating and costing.

Traditional Cost Management

Our core specialism is MEP; however, we do and have in the past been a Multi Service Provider (MSP) providing services such as civil and traditional (bricks and sticks) quantity surveying to some of our clients who have asked us to help.

Whether our services are direct with the client or through a lead consultancy we are team players.

Legal Assistance

As a sub-sector of our core offering, we can also act as expert witnesses during contract disputes and legal cases, as well as being part of a team independently providing advice.

Our consultants can work with you to resolve engineering problems and disputes, collaborating with designers where necessary.

We will produce expert reports for legal cases, advise on construction contract disputes and submit surveys and reports.

Heathrow Airport

Cost managing an initial £1.2bn budget reducing through value engineering to circa £565m

In 2012 until 2014 Linked Commercial Services (LCS) managed the Engineering Asset Replacement budget at Heathrow Airport (HAL) on behalf of our client EC Harris (ECH.) The initial budget of £1.2bn was reduced due to CAA and airline pressure and savings of £635M were realised to achieve a mutually agreed budget circa £565m.

HAL had a large, complex and ageing asset base with many approaching or beyond their design life. This carried an obvious risk of unsatisfactory performance, potential failure and non-compliance. The root cause of these change requirements included:

Changes in HSSE legislation, regulation and standards
Degradation of asset condition or performance related to high use over time
Increased passenger numbers
Airline and media expectations for improved reliability
Service and pace of technology and innovation leading to obsolescence

To avoid a detrimental impact on overall passenger experience, airline operation and ability to operate the airport effectively and safely, HAL employed EC Harris who in turn LCS were able to assist in the development of the portfolio management.

LCS worked closely with portfolio managers, development managers and maintenance engineers on the ground. The objective was to achieve a satisfactory outcome for all parties based on the required business plan.

LCS had responsibility for the following areas and systems:

Airfield Civils

Refurbishment and replacement of life expired, northern runway overlay, taxiway blocks and fuel infrastructure to remain compliant with Civil Aviation Authority Paper 168.

Civils

Refurbishment and replacement of road surfaces, car park surfaces, substructure, drainage and lighting.

Structures

Repair, refurbishment and replacement of land-side road network, tunnels, multi-storey car parks, bridges, gantries, retaining walls, buildings, subways, terminal structures and roofs.

Electrical (HV) Power Supply

Replacement of LV networks, cables, power factor correction, air circuit breakers, Fixed Electrical Ground Power (FEGP), Airfield Ground Lighting and lighting control. As well as providing input in to the HV infrastructure, which is supplied by a third party.

Lifts Escalators and Passenger Conveyors

Refurbishment and replacement of passenger lifts, goods lifts, escalators and passenger conveyor systems.

Stands (Air bridges, FEGP, Pre Conditioned Air (PCA) Systems)

Replace 64 of 173 air bridges and 76 of 245 FEGP units. Undertake half-life refurbishment of 73 PCA units and replace delivery system.

Technology

Replace security access readers, CCTV cameras, FID screens, Help-Points, Intercoms, Automated Public Address and asset management system.

M&E

Replacement and refurbishment of life expired chillers, boilers, gas control systems, doors and shutters. Remove R22 gas units. Undertake general M&E asset management site wide.

Life Safety

Replace life-safety, wastewater and potable water, fire main systems. Refurbish smoke extracts, install back-indication and manage asbestos across airport.

Toilets

Complete refurbishment of highest priority toilet blocks across terminals.

Electrical (LV) (Lighting) Infrastructure

Replace lighting systems internally and externally including systems in targeted car parks, roads and Air Side Road Tunnels.

BMS

Replace software for terminal central system that controls safety, security and performance levels.

Security Equipment

Replace software for terminal central system that controls safety, security and performance levels.

Fixtures and Fittings

Targeted replacement of life expired flooring, finishes, furnishings and internal fit-outs in the passenger facing areas to ensure safe operation.
